A unified platform for the entire order-to-fulfill lifecycle

O2F is an order-to-fulfill management platform designed to help government contractors and defense suppliers manage the entire post-award lifecycle - from DLA and DIBBS contract awards through supplier sourcing, procurement, quality inspections, shipping, and final delivery.

DLA contract management

Every order starts as an intake: the DLA order and contract numbers, issue date, required delivery date, approved source CAGE, FOB, inspection and acceptance points, ship-to addresses and the CLIN lines with NSN, part number, quantity, unit of issue and unit price. Attach the order PDF to keep the source document with the record.

Awards from DLA, the Navy and other agencies are entered through the intake form or the Excel import. O2F checks the required fields, then confirming the intake creates the sales order, its award record and the first task in one step.

What you can do

  • Enter an award by hand, or import many from the Excel template
  • Check an import file before anything is written; errors block it, warnings do not
  • Keep the order PDF attached to its intake
  • Review each intake's lines, files and history

Workflow details

The import is checked before saving, with all batches saved together or not at all. Re-importing updates draft intakes rather than creating duplicates. The example values below are from a fictitious demo order.

DIBBS award tracking

Each confirmed order carries one active award: the contract number, NSN, part number, quantity, unit price, award amount and required delivery date. Add the supplier's unit, packaging, pallet and freight costs and O2F works out the supplier total cost and your estimated profit.

The awards list totals revenue and profit for what you filter, and compares a date range with the period before it.

What you can do

  • Search by NSN, contract, part number, supplier or description
  • Filter by status, supplier, issue date, delivery date and minimum profit percentage
  • Choose the columns you see and filter on any of them
  • Export the awards to CSV
Workflow details

The awards list totals revenue, profit, and profit percentage for the selected filters. Cost build-up includes unit, packaging, pallet, and freight costs.

Procurement and supplier management

Keep each supplier's CAGE code, DUNS, address, contact and status, with the date of their last quote. Once a supplier selection is approved, issue the production purchase order from it and track it through confirmation, production and receipt.

Receiving records the quantity and condition of each line, with attachments. A receipt in good condition opens the quality inspection.

What you can do

  • Maintain an active, inactive or on-hold supplier list
  • Issue purchase orders only from approved selections
  • Release a purchase order to ship, or put it on hold
  • Record and correct receipts, with the old one kept as void
Workflow details

Keep CAGE, DUNS, address, and contact details with each supplier. Suppliers can be active, inactive, or on hold, and a CAGE code belongs to one current supplier in a workspace.

RFQ and quote comparison

Open an RFQ from the sales order with its line taken from the award. O2F prepares the request text for you to send to suppliers, then you record each quote: unit, packaging, pallet and freight costs, promised ship date, lead time, valid-through date, payment and shipping terms, and the quote document.

With two or more quotes, compare them side by side. Propose the winner with a reason; an admin or operations manager approves it, and the winning costs are written to the award.

What you can do

  • Track each RFQ from draft to sent, responses received, evaluating and awarded
  • Compare total cost, unit cost, lead time and terms
  • Send a supplier selection for approval
  • Reopen a selection when plans change

Order fulfillment

A sales order moves through new, purchasing, receiving, quality, shipping, ready for invoice and paid. Each step is a task for one department, due in business days, and O2F will not complete a step until its checks are met: an awarded RFQ, an issued purchase order, a good receipt, cleared quality, a shipped shipment, a submitted invoice and full payment.

The dashboard and the delivery outlook show open order value, overdue orders, orders inside 40 days of delivery and each order's risk.

What you can do

  • Work a department queue of open, overdue and due-soon tasks
  • See orders by delivery window, risk label and top reason
  • Notify admins and operations managers 40 days before delivery
  • Find any sales order by order, contract, NSN or part number
Workflow details

Each step belongs to a department and is due in business days. Manage open, overdue, and due-soon tasks; turn email on or off for each kind of notification.

Quality and inspection

Each receipt gets an inspection: incoming, visual, dimensional, functional, documentation or a re-inspection. Record inspected, accepted and rejected quantities per line, with attachments. Once a result is set, only an admin or operations manager can change it, with a reason.

Open a non-conformance report with its severity, root cause, corrective action and disposition: rework, replace, accept as is, scrap or return to supplier. An open NCR puts the purchase order on hold until it is closed.

What you can do

  • Inspect every receipt before it can ship
  • Record NCRs as minor, major or critical
  • Hold and release purchase orders on quality
  • See pending inspections and open NCRs at a glance
Workflow details

Inspection types, NCR severity, and disposition remain connected to the receipt. An open NCR puts the purchase order on hold until it is closed.

Shipping and delivery

Build a shipment from the order's CLINs, checked against what is left to ship. Record each leg's carrier, tracking number and packaging notes, and attach the carrier label, packing list, bill of lading, MIL-SPEC and container labels and certificate of conformance.

A shipment is finalized only when the purchase order is released, quality has cleared every receipt and each CLIN has tracking and its required documents. Then O2F builds the invoice from what shipped, produces its PDF and gives you a data sheet of the values to enter in WAWF.

What you can do

  • Record UPS, FedEx, USPS, DHL and other carrier tracking numbers
  • Keep the shipping documents with each shipment
  • Track WAWF submissions, invoices and payments
  • Reconcile award, invoiced and paid amounts per order

Reports and exports

See award revenue, costs, and estimated profit in reports. Use the dashboard and delivery outlook to understand open order value, overdue work, and delivery risk.

Keep the detail available when you need to review it outside O2F. Export awards to CSV, and give authorized admins and operations managers access to the audit-trail export.

What you can review

  • Award revenue, profit, and costs
  • Revenue and profit trends by month
  • Awards exported under the selected filters
  • Searchable audit events and an authorized CSV export
Workflow details

Choose this month, the quarter, year to date, or the last 12 months on the dashboard. Available CSV exports include awards, sales orders, reconciliation, WAWF reporting, and the audit trail, which only admins and operations managers can export.

FAQ

Questions about O2F

What happens after winning a DLA contract?

The award has to be fulfilled: sourced, bought, received, inspected, shipped and invoiced by its required delivery date. In O2F you enter the award as an intake. Confirming it creates the sales order, the award record and the first task, and each department's task follows in order until the order is paid.

How do DLA contractors track delivery deadlines?

O2F groups open orders by days to their required delivery date, gives each a risk label with its top reason, lists the exceptions overdue first, and notifies admins and operations managers 40 days before the date.

Does O2F connect to DIBBS or NECO?

No. Awards from DLA, the Navy and other agencies are entered through the intake form or the Excel import. O2F is not affiliated with DLA, DIBBS or NECO.

How do I compare supplier quotes for an RFQ?

Record each supplier's quote on the RFQ. With two or more quotes, O2F shows them side by side with total cost, unit cost, lead time and terms. You propose the winner with a reason, and an admin or operations manager approves it.

Does O2F submit invoices to WAWF?

No. O2F builds the invoice from what shipped, produces its PDF and a data sheet of the values to enter in WAWF, and tracks the submission and the payment.

Can each department see only its own work?

Yes. Department users and read-only users belong to one department and see that department's tasks and the orders it works on. Admins and operations managers see every department.

Can I import awards from a spreadsheet?

Yes. Enter awards using O2F's Excel template. Check the import file before saving; errors block the import, while warnings do not.

Does O2F email RFQs to suppliers?

O2F prepares request text for you to send. You send the request to suppliers, then record their quotes in O2F.
